Two Central European cities have landed in the Top 5 of a new safety ranking — with one even securing a spot on the podium. Here’s the full list of Europe’s safest destinations.
Riviera Travel, a UK-based tour operator, recently released its list of the ten safest cities in Europe. To create the ranking, Riviera analysts relied on the Numbeo Quality of Life Index, pulling two sets of data: crime growth over the last five years and the current crime rate. Combined, these figures formed a Safety Index score — the lower, the better.
The list features cities from across the continent, from north to south and east to west. Representing Western Europe are Amsterdam, Munich, and Zurich, ranked 6th, 7th, and 9th respectively. The real surprise comes at the very top: Dubrovnik, Croatia, took first place with a Safety Index score of 44.14. Second place went to Tallinn, Estonia (55.81) — not a hugely popular tourist spot, but its safety record makes it worth a visit.

Poles have reason to be proud. Warsaw placed third (60.19), with a low crime rate and only moderate growth over the past five years. Kraków followed close behind in 5th place (64.31), with Prague between the two (60.88).

In some countries, citizens report crimes more readily than in others; in some cases, institutions may even manipulate data. By relying on user surveys, Numbeo builds a more consistent picture across borders.
To date, more than 857,000 people have contributed to Numbeo’s global database on quality of life.
